Deterrence refers to creating conditions under which an adversary refrains from taking specific actions due to the fear of negative consequences. This concept holds particular importance in military, security, and foreign policy domains. Accordingly, this study examines the requirements for enhancing the deterrence capabilities of the Islamic Republic of Iran in response to threats posed by the Zionist regime. The main research question explores the essential measures Iran must adopt to strengthen its deterrence against these threats. The hypothesis suggests that reinforcing national cohesion, deepening regional alliances through the Axis of Resistance, advancing public diplomacy, bolstering cyber power, and strengthening intelligence and security elements are crucial components of deterrence that Iran should seriously consider. Employing a descriptive-analytical approach, this study investigates these deterrence requirements. Data was gathered from library resources and analyzed qualitatively to evaluate deterrence policies. The findings indicate that recent threats by the Zionist regime against Iran and the Axis of Resistance have taken on new dimensions, suggesting that Iran must adopt a multi-layered deterrence strategy across political, defense, security, and cyber domains to counteract these threats effectively.
