(2003-2025)

Assessing the Relations of the Iraqi Governments with Iran in the post-Saddam Era (2003- 2025)
(Extracted from PhD Thesis)

Abstract
Since the 2003 U.S. invasion, Iraq has gone through seven different governments, not counting the Transitional Council. Although the post-Saddam administrations have generally been fragile in terms of security, the economy, and governance, each Iraqi prime minister’s performance—and their interaction with Iran—has been shaped by varying conditions and factors. Over the past two decades, these relationships have shifted significantly at different moments.
This study aims to examine and assess the interactions between successive Iraqi governments and Iran after Saddam’s fall, evaluating their performance and addressing a central question: What key factors and components influence the nature of the relationship between Iraq’s ruling governments and Iran?
The guiding hypothesis of the research is that governance and relations in post-Saddam Iraq are shaped by influential domestic factors—such as shared or competing national interests, as well as historical, religious, economic, and political ties—alongside external dynamics, including the roles of global and regional powers whose interests may align with or conflict with those of Iran. The study employs a descriptive-analytical approach, relying on library-based research methods and drawing on documents, online sources, and library materials.
